Chargeback and card-payment disputes

Non-delivery, duplicate charges and refunds missing from a card statement.

English centre / Chargeback and card-payment disputes

How the issue is assessed

Submit a card dispute to the issuing bank with the genuine reason: non-delivery, duplicate payment, an agreed refund not received or an unauthorised charge. Card network rules and deadlines vary by reason, bank and event. A provisional credit may later be reversed. A chargeback decision does not necessarily determine all contractual rights against the seller.

Documents to prepare

Card statement with limited identifying details, order and promised delivery date, merchant notices and refund confirmation.

Key distinctions and deadlines

Do not label an authorised purchase as unauthorised merely because the product was not delivered. Bank transfers are not card transactions and do not use the same chargeback procedure.

Preparing a focused claim

  1. Record what was promised, what happened and the dates of each event.
  2. Identify the legal person named in the agreement and the recipient of payment.
  3. Preserve the original records and organise exhibits in date order.
  4. State the requested remedy and explain each item in the amount claimed.
  5. Check jurisdiction and deadlines before filing; a message to a business does not automatically stop procedural time limits.

Committee or court?

For a qualifying consumer dispute in 2026, the committee threshold is below TRY 186,000. At or above this amount, assess the consumer court route, mandatory mediation and statutory exceptions. The classification of the transaction must be established first; private sales and public healthcare disputes can require a different route.

Can I act from abroad?

Discuss representation, service of documents and the necessary power of attorney. Where documents are in another language, the translation requirements depend on the intended filing. Avoid assuming a website inquiry is a formal application.

How legal assistance works

A consultation can examine the contract, chronology, evidence and possible remedies. Representation and any expert or translation costs are agreed for the actual scope of work. Sending an inquiry does not itself create representation or file a claim.
