Compare the current population register entry with the document or declaration used when the birth was first registered. If a correct source date was copied incorrectly, an administrative correction may be relevant. If the original declaration was entered accurately but its factual content is disputed, a judicial process may be necessary. The distinction determines how the application should be prepared.
Assess the strength of the evidence
Contemporaneous birth certificates, hospital archives, early school records and reliable family documents may help establish the timeline. Later documents should be checked to see whether they contain independent information or merely repeat the existing register. Medical age assessments have limitations, especially as age increases, and should not be described as a guaranteed method of identifying an exact day of birth.
Resolve inconsistencies before applying
The dates of siblings’ births, school entry and first registration may affect the account. Prepare a chronology showing where each date comes from and when the discrepancy was discovered. A foreign certificate bearing another date is a relevant document, but its source and relationship to the Turkish entry must still be assessed.
Separate the correction from its consequences
A corrected civil-status record does not automatically decide social-security or pension eligibility. Those systems may apply their own statutory rules. Foreign authorities also determine what evidence they require before changing their records. Discuss the register application and any intended consequences as distinct issues, including which authority is expected to rely on the changed date.
Documents for an initial review
This list helps you prepare. Additional evidence depends on your specific matter.
- Current and, if obtainable, historical register extracts
- Birth certificate and hospital records
- Earliest available school records
- Foreign documents with a conflicting date
- A dated account of the different entries and their sources
Frequently asked questions
Is a foreign birth certificate enough?
It may be important evidence, but the original Turkish registration and the source of the discrepancy must still be examined.
Can I change my date to retire earlier?
The proceeding concerns the actual birth date. Pension consequences require a separate legal assessment.
Is a medical report always required?
The appropriate evidence depends on the documents available and the matter the court needs to determine.
