NVI describes a separate electronic register for the eligible group. A former Turkish family-register entry and a current Mavi Kart entry do not serve identical purposes. Provide the nationality timeline, relevant release documents and current identity evidence. The correct procedure should not be selected merely because the person previously held a Turkish identity card.
Report events and relevant changes
NVI guidance requires covered civil-status events and changes to be reported to the population authorities in Turkey or the Turkish foreign missions abroad. Birth, marriage, divorce and relevant address changes should not be assumed to transfer automatically from another country’s records. The certificate and accepted form are determined for the specific event.
A changed name in your foreign documents
A foreign name declaration or other name-change instrument needs to be assessed according to its basis and evidence. The next question is how the change can be reflected in the Mavi Kart register. A normal claim concerning an active Turkish-citizen record should not be applied to this situation without checking the status and the register involved.
Choose the right extract for the foreign institution
Ask whether the receiving institution needs a historical Turkish extract, a current Mavi Kart extract or both. The intended use matters when obtaining the record. A list tailored to the institution’s actual request can avoid repeated applications and unnecessary costs, particularly where nationality history or previous names must be visible.
Documents for an initial review
This list helps you prepare. Additional evidence depends on your specific matter.
- Mavi Kart and current foreign passport
- Evidence of former Turkish nationality
- Naturalisation and authorised-release documents
- Evidence of the current foreign name
- Certificates relating to the event to be reported
Frequently asked questions
Is Mavi Kart a Turkish passport?
No. It relates to a specific status and rights; nationality and passport entitlement are separate matters.
Should a foreign marriage be reported?
NVI guidance requires relevant civil-status events to be reported for the Mavi Kart register.
Is the procedure identical to that for Turkish citizens?
Not necessarily. The person’s status and the affected register must first be identified.
