TURKISH NAME AND CIVIL STATUS LAW

Reporting a birth, marriage or death abroad

A foreign certificate records an event under the issuing country’s system. A separate report may be needed to keep the Turkish register accurate. Requirements depend on the event and the people involved.

A child born outside Turkey

Prepare the official birth certificate, the parents’ identity information and relevant marriage or parentage records. Citizenship, legal parentage and naming are distinct questions. A hospital note should not be assumed to resolve all of them. Identify the parents’ nationalities at the time of birth and any existing registration before choosing the appropriate procedure.

A marriage before a foreign authority

The marriage certificate and the applicable legal conditions must be assessed. Turkish consular guidance describes reporting to the foreign mission and specifies a thirty-day period for the notification it addresses. A late report should still be discussed with the competent authority; passing that period should not be equated with automatic impossibility of registration.

Death and the population register

An appropriate official death certificate may be required to record a death abroad. This entry does not itself complete estate administration or replace an inheritance document. Where the deceased person’s foreign name differs from the Turkish record, collect evidence connecting the entries and identify any other records that need updating.

Confirm that the report has been entered correctly

After reporting, verify the recorded date, names and family connections. Retain the receipt and the underlying documents. For Mavi Kart holders, the separate register needs consideration; a closed former citizenship entry should not be treated as an active Turkish-citizen record. The correct register and document list depend on the person’s current status.
