Choose the route country by country
The 1965 Hague Service Convention creates a central-authority route between contracting states, but its practical operation depends on each state’s declarations. A bilateral treaty, consular route or domestic provision may apply in other circumstances. Turkish citizens abroad may also be affected by specific consular-notification rules.
Never infer the route only from the country name. Confirm that the Convention is in force between the states, identify the designated authority, inspect objections to alternative channels and use the current forms and addresses.

The address must be known and usable
Article 1 of the Hague Service Convention excludes cases where the address of the person to be served is not known. A partial address, former workplace or social-media location may not be enough for the destination authority to complete service.
Record building, unit, postal code, region and country in the local format and retain the source of the address. If the spouse has moved, a lawful address investigation may be needed before the court can choose the next procedural step.

Translation and the right to understand the case
The destination state may require the documents to be written in or translated into an official language. The package can include the petition, court notice, interim orders, annexes and a Convention summary form. Missing translations may cause refusal or delay.
A translation should match the complete served document. Material annexes should not disappear from the translated package, and names, dates, currency and requested orders must remain consistent.

Service is proved by the completed record
Under the Convention route, the requested authority completes a certificate stating whether, how, where and when service occurred or why it failed. Keep this certificate with the court file and compare it with the address and documents transmitted.
Delivery tracking alone may not prove service under the selected legal route. Conversely, refusal to accept documents can have consequences under the applicable procedure and should not be interpreted without the full record.

Default judgments require particular care
The Convention includes safeguards before judgment where a defendant abroad has not appeared. The court examines whether service or actual delivery occurred in sufficient time to defend, subject to the Convention and the relevant declarations.
A procedurally weak default judgment can face appeal or recognition difficulties. The objective is not only to move the Turkish docket forward but to create a judgment that respects the defence rights and can safely be relied on later.

If you receive Turkish papers abroad
Preserve the envelope, delivery receipt, Convention forms and every page received. Note the exact date and method of delivery. Obtain the Turkish court reference and do not calculate deadlines only from a translated cover letter or an informal notification.
A response may need to address jurisdiction, applicable law, the merits, provisional orders and evidence. If translation is incomplete or service appears defective, raise the issue through the proper procedure rather than ignoring the case.
