Obtain the reasoned refusal and notification record before choosing a remedy. A pending file is different from an explicit refusal. The route used for the original application determines the conditions that need to be examined.
The legal distinction
Administrative discretion is subject to judicial review, but bringing a court case does not itself confer citizenship. Any administrative request and its effect on time limits must be assessed under the applicable procedure.
Preparing your next step
Compare the refusal with the submitted file. Where public-order or security grounds are raised, address the actual available reasons and evidence. A new application should respond to the underlying problem instead of simply repeating the earlier submission.

Distinguish refusal from loss of citizenship
An application refusal, a pending application and cancellation of citizenship already acquired are different matters. Identify the acquisition route, decision maker, notification and exact reasons. Meeting statutory application conditions does not create an absolute right to citizenship, but the administrative decision can still require legal review.
Match the reasons to residence history, family records, identity links and relevant official decisions. Do not equate an investigation with a final conviction. Fraud-based cancellation under Article 31 and withdrawal under Article 40 have different grounds. Court jurisdiction must be checked against the issuing authority; Presidential decisions should not automatically be assigned to an ordinary local administrative court. Residence and work status remain separate issues.
