The Turquoise Card is a distinct work and residence framework for eligible foreign nationals. A degree, an investment or a strong CV alone does not establish an entitlement; documented qualifications must meet the statutory assessment.
Who may qualify?
Education, professional experience, scientific or economic contributions and other recognised qualifications are assessed under the applicable rules. Present verifiable evidence rather than general claims. The Ministry states that people under temporary protection are not eligible for this card.
Three-year transition and application deadline
The first three years form a transition period. If the card has not been cancelled under the applicable rules, the holder must request removal of the transition record from 180 days before the period ends and before expiry. A late request is rejected and the card becomes invalid under the Ministry’s published explanation.

Family members and continuing evidence
The spouse and dependent children may receive a document identifying them as relatives of the holder, which replaces a residence permit. During transition, the Ministry can request evidence of ongoing activity. A family document does not automatically give every relative the holder’s employment rights.
Costs, cancellation and citizenship
Official charges and documentary costs should be assessed under the current schedule and the individual application. Cancellation and refusal need their own reasons and notification records. The Turquoise Card is not Turkish citizenship; any citizenship route must be assessed separately.
