A work-permit exemption is an official authorisation for a defined activity and period. A short assignment or unpaid activity is not automatically exempt. Identify the statutory category before making an application.
Which activities qualify?
Law No. 6735 and its implementing rules determine eligible categories. The purpose, duration and supporting evidence must fit the relevant category. Exemption from labour assessment criteria is different from exemption from the requirement for a work permit.
System change on 17 September 2026
The Ministry announced that new exemption applications from 17 September 2026 must be made through calismaizni.csgb.gov.tr. Applications submitted before that date can continue to be tracked through the former emuafiyet.csgb.gov.tr system. Match the application date to the correct official system.

Evidence, duration and residence consequences
Prepare identity, task or assignment evidence and the documents specific to the exemption category. The authorised period and activity are limited by the decision. The Ministry states that exemption periods are not included in the calculation of lawful work-permit or residence-permit periods.
Expiry and refusal
When the exemption becomes invalid, residence based on that exemption ends; an independently valid residence permit must be assessed separately. Keep a refusal and the notification date to assess the available administrative or judicial remedy. Filing an exemption request alone does not authorise work.
