The Turkish Blue Card documents rights retained by qualifying former Turkish citizens and eligible descendants under Article 28 of Law No. 5901. It is different from the EU Blue Card and the Turkish Turquoise Card.
Eligibility under Article 28
The framework concerns people who were Turkish citizens by birth and lost citizenship through authorised renunciation, together with descendants covered by the law up to the third degree. Not every former citizen or foreign relative is automatically included; examine the original citizenship and renunciation records.
Rights and statutory limitations
Eligible people retain many rights, subject to national security and public-order rules. Voting, eligibility for election and certain import privileges are excluded, and there is no military-service obligation. Permanent public posts governed by public law are restricted, with the distinctions described by NVI.

Application and identity records
NVI identifies district population offices in Turkey and Turkish missions abroad as issuing authorities. The published document list includes a request, two photographs and foreign identity or passport evidence. If names or family records differ, establish the correct link before relying on the card.
Civil events, charges and other procedures
Birth, marriage, divorce and address changes must be reflected in the Blue Card register as applicable. Check the current valuable-paper charge at the issuing authority. A citizenship reacquisition request or an independent family procedure has its own requirements; the card does not itself restore citizenship.
