Overstay duration, voluntary departure, official detection and payment history can affect the assessment. Paying an administrative fine does not necessarily remove a ban imposed on another ground. A visa is not an unconditional guarantee of entry.

Collect previous permits, entry and exit records, fines and decisions. Consider record correction, administrative review, court proceedings or a purpose-specific permission only after identifying the actual restriction. Verify the result before booking travel.

Identify what actually prevents re-entry

A passport stamp or unpaid fine may not explain every restriction. Research the issuing authority, decision date, duration, legal ground and any restriction record. Compare old and new passports, previous exits and earlier applications. Paying an overstay fine does not necessarily remove a restriction based on another decision.

Administrative review, a court challenge and a purpose-specific visa address different questions. Family, work or study documents should explain a real purpose and its connection to the application. Representation from abroad may be possible under an appropriate power of attorney. Before another journey, check the scope of any favourable decision and the current entry record.
